文物保护单位保护规划中保护范围和建设控制地带的划定和分级

摘　　要：保护范围和建设控制地带是政府公布的、与文物保护单位相关的法定区划。由于历史局限性等原因,政府公布的保护范围在一定程度上存在不足。因此,保护规划阶段需要对其进行调整。保护规划的出现使保护范围和建设控制地带的任务发生了变化。由于保护要求确凿可循,使得建设控制地带能够细化分级,提高要求,便于管理。而对于占地范围较大的文物保护单位,保护范围划定过大不一定都会带来好的保护效果,相反,有时会出现管理成本高、周期长,以及难以控制的局面。因此在有保护规划支持的情况下,高精度、高要求的建设控制地带将会发挥重要的作用,并在一定程度上分担保护范围的压力,这对于建设压力大的发达地区尤为重要。The preservation scope as well as the constructive control area of the Cultural Heritage Conservation Units are the legal region delimited and issued by government. But, owing to the limitation of the times, the delimitation of the preservation scope has some shortages to certain degree and need to take some measures to adjust in the planning stage. Those measures involve more specific conservation requirements which will help to subdivide the grades of control area of construction and make the management more effective. Especially for large scale conservation units which located in developed areas, with the support of conservation planning, corresponding measures will help to reduce the cost of management and lighten the burden on management.
