省直管县行政体制改革探讨

摘　　要：随着市场经济的发展壮大,市领导县体制的弊端日益显现,省直管县体制取代市领导县体制,已成为社会发展的趋势。省直管县体制涉及到经济体制、财政体制、行政管理体制和利益分配机制的全面改革,必然会有来自原有体制和观念的各种挑战,因此,应根据不同省份、不同地区的实际情况,稳步推进省直管县行政体制改革。As development and growth of the market economy, the system of city leading county has increasingly shown the shortcomings. The system of city leading county replaced by province governing county has become the trend of social development. The system of province governing county is a comprehensive reform related to the economic system, financial system, administrative system and distribution mechanism of benefits and is bound to challenge to the original concept and the system. Therefore, it should steadily promote the reform of province governing county based on the actual conditions of different provinces and different parts.
