摘　　要：民主与法治是"魂形结合"的关系,民主必须以法治的形式实现;超越法治的无限民主、大民主是危险的,最终可能走向多数人的暴政,一旦权力被僭越,又必然回到专制;一个国家的民主化进程,在很大程度上取决于选举制度的有无和优劣;在平稳安定的秩序中有序渐进地推进民主,避免社会动荡、暴力和流血,是实现民主的有效途径。Democracy and law are the combinations of spirit and form and democracy must be realized by means of law. Unlimited democracy is dangerous, which is possible to go towards a cruel government and to return to its dictatorship. Democracy process depends greatly on the election system. In a safe and peaceful context, promoting democracy in order is a better approach to realizing democracy, which can avoid social chaos, violence and blood.
