摘　　要：信访工作是我党联系群众、宣传政策法规、了解民情民意的重要窗口，是人民群众表达意愿、反映诉求、维护自身权益的重要渠道，对化解社会矛盾、构建和谐社会具有重要的作用。目前各行政部门信访办理方式大多还是一种机械的人工批转形式，在办理过程中无疑费时、费力、费财而且效率不高。本文从我校的信访实际工作出发，将网络技术引入信访工作体系，建立了一套可靠、高效的信访管理系统，使我校的信访工作提高到了一个新的水平，使办公效率获得了很大的提高。The treatment of letters and visits is an important window of our party to contact with the masses, promulgate the policies and regulations, and find out the will and the condition of the people. It is an important channel for the people to express the will, reflect their demands, safeguard the rights, and plays a great role in dissolving social contradiction, buiding the harmonious society. At present the letters and visitors are mostly handled in a mechanical and manual way, which is no doubt time-consuming, trouble, costly and inefficient. This paper proceeds from the practical dealing of letters and visits of our university, introduces a reliable, high-efficient petition management systems based on network technology, which improves the level of our work and the efficiency greatly.
