基于外部性理论的区域耕地保护补偿机制研究——以山东省潍坊市为例

摘　　要：论文通过研究认为耕地保护收益区域分配不平衡是我国耕地快速减少的主要原因之一,构建区域耕地保护补偿机制有利于提高地方耕地保护积极性,抑制耕地减少趋势。论文以经济外部性理论为依据,建立了区域耕地保护补偿机制的理论模型和经验模型,理论模型重点模拟区域耕地保护外部性的影响及对策,而经验模型则探讨了补偿的主体、补偿标准的计算、补偿方式、制度保障和机构设置;最后以潍坊市为例,计算了2005年潍坊市各区市县的区域耕地保护补偿标准,将潍坊市12个县级行政单元划分为7个保护区和5个补偿区,模拟构建了潍坊市2005年区域耕地保护补偿机制。结果表明:在耕地保护外部效益得到补偿后,保护区的土地利用效益得到提升,其保护耕地的积极性也将随之提高,区域耕地保护外部性带来的耕地资源浪费和耕地保护效率缺失问题得到有效解决。The protection of cultivated land is of extremely vital significance in ensuring grain safety in China,as well as ecological security and social stability.Therefore,cultivated land protection has always been the focus of the land resource management in China.Although the constantly strengthened protection system plays an important role,the performance objective is not reached yet as can be evidenced by the rapidly decreasing cultivated area.Of all the causes the situation may result from,the most important one is the unbalance of benefit distribution in cultivated land protection among different regions.Being a rational economic man,local government usually prefers to pursue the maximized local finance,revenue and achievement in his/her post.On the condition that the internalization of externalities are not realized,they will put less man power,material resources,and finance in agricultural land production,which always gives rise to conflict between local and central government,concurrently with raised issues such as land resources waste,especially the cultivated land resources.This paper elaborates on the importance of establishing the regional cultivated land protection compensation mechanism to improve the cultivated land protection enthusiasm of the local governments and restrain the cultivated land decrease.Based on the externality theory,the theoretical and empirical model of the regional cultivated land protection compensation mechanism is established which simulates the effects and countermeasures of the regional cultivated land protection externality.The definition of the compensation subjects and the calculation of the compensation criteria are discussed in the empirical model,together with the compensation model,the institutional guarantee and the organization establishment.In the last part of the paper,the regional cultivated land protection compensation mechanism of Weifang City in 2005 is established by calculating the compensation criteria and the 12 counties of the city falls into 7 ＇payout regi
