行政人格概念辨析

摘　　要：对行政人格概念内涵与外延的准确界定,是行政人格理论研究与实践发展的基础。行政人格是行政人员依据职业要求和角色规范,通过行政活动展示自身及组织价值尊严的身心结构的总和。在基础层面,行政人格是内生人格与外生人格、静态人格与动态人格、组织人格与个体人格的统一;在价值层面,行政人格是自我价值与行政价值的统一;在发展层面,行政人格是他律与自律的统一。The foundation of studying and development of administrative pemonality is based on the connotation and extension of adminlstrative personality.In each comprehensive doctrine,we think,based on professional requirements and the role of norms,adminis-trative persomlel demonstrate the value ofthe physical structure and dismty through administrative organizations.In the basic level,administrative personality is the unification of endogenous and exogenous human personality,the unification of static and dynamic personatity,and the unification of organizational and individual personality;in the the level of value,administrative personality is the unification of Self-worth and ad-mjnistrative value;in the level of development,administrative pemonalJty is the unifieation of heteronomy and self-discipline.
