摘　　要：本文从分析省级图书馆评估细则和得分表入手,引入管理学上的"随机抽样思想"、"360度评估方法"与"SMART原则",探讨改进评估方法的可操作性和科学性,并从知识管理的系统整体性原则考查改进评估方法对确定图书馆发展方向、建设重点和构建学习型组织的重大影响。Through the analysis of provincial library assessment rules and grade form,this paper introduced the methods of＂random thought＂,＂360 degree assessment＂and＂SMART＂principle,discussed the feasibility and rationality of the assessment improvement,and considered the significant impact of improving assessment rules to public development direction and building a learning organization from the aspects of the overall principle of knowledge management system.
