摘　　要：2009年,秦皇岛市确立了"旅游立市"发展战略。本文以PETS模型和区域战略性产业选择理论为基础,从外部环境和内部条件两个方面对秦皇岛"旅游立市"战略的科学性和适用性进行了评价,明确了秦皇岛"旅游立市"战略运行的有利因素和不利因素,有助于秦皇岛旅游业的健康发展。In 2009,Qinhuangdao government established ＂Tourism Setting Up City＂ strategies. Using the PETS model and the theory of choice of strategic industry,this article evaluates the rationality and the applicability of ＂Tourism Setting Up City＂ strategies from the perspectives of the external environment and the internal condition.The article also gives out explicit summary on favorable factor and disadvantage factor to promote the healthy and steady development of Qinhuangdao.
