贫困地区实施农机购置补贴政策项目的障碍研究——以商洛市为例

摘　　要：农机购置补贴政策是我国"两减免、三补贴"等支农惠农政策中的重点项目。实践证明,实施农机购置补贴政策,极大地调动了农民购买农业机械的积极性,为推进新农村建设、构建和谐社会、农业的科技进步和可持续发展起到了积极的促进作用。受区域自然环境和经济条件制约,各地农机购置补贴项目实施的效应和障碍不尽相同。为此,分析了商洛山区实施农机购置补贴政策项目后产生的直接效应和障碍;同时,提出了贫困地区实施农机购置补贴政策项目的政策初步建议。Subsidy policy to agricultural-machines is the most important part of China＇s policy of 2 reducation and 3 subsidy that is aimed to do benefit to farmers.It has been proved that this policy encouraged farmers to buy even more agricultural-machines,which speed up the pace of new-village and harmonious society construction,and do a lot merit to the development of agricultural technology as well as to the continuous development of agriculture.Restricted by natural and economy conditions,people should take different measures in the practice of the policy and they should get different results and meet with different obstacles.The paper analyzes the direct effect and obstacles which come from this policy,and put forward the primary suggestions to agricultural-machines purchasing in impoverished area,such as Shangluo,a poor mountainous area of China.
