摘　　要：基于南京市失地农民的特点,分析了南京市失地农民养老保障制度现状,认为现行制度不符合城乡一体化的趋势,且在基本参数设计上存在不足之处。为此,提出了失地农民养老保障制度的3个原则,从参保对象、筹资模式、缴费与给付机制3方面构建新型失地农民养老保障制度的框架。Based on the characteristics of landless peasants in Nanjing, this paper analyzes the status of old-age pension system for the people, which is, as the authors hold, not acclimatized to the integrating development of urban and rural areas, and whose basic parameters are not reasonably designed. To solve these problems, the paper proposes three principles for the system, and suggests a frame work for it concerning such three aspects as the objects subscribed to the pension system, ways of financing, and mechanics of delivery and payment.
