山东省统筹村庄整治与新型农村社区建设的现状、问题与对策

摘　　要：2009年山东省农村社区建设覆盖面不断扩大,村庄整治继续深入,社区基础设施和公共服务体系更加完善,管理体制不断创新,人居环境大为改善。但同时也存在着社区建设资金不足、村镇基础设施和公共服务设施欠帐严重、新型农村社区建设和农业的产业化、农村的城市化矛盾突出等问题。推进新型农村社区建设必须着眼城乡统筹,加大资金投入,提高城乡基础设施和公共服务水平,完善城乡规划,构建新型村镇体系。In 2009, he coverage of rural community construction has been enlarged consistently, the village renovation further promoted and there have beeb innovations in administrative system. In addition, the infrastructures and public service system are more completed and the living environment greatly improved consequently. However, there are problems in this process. The construction capital is not sufficient, the infrastructures and public services are in a state far from standard level and the conflicts between new rural community construction and urbanization are serious. Therefore, the promotion of rural community construction should take both rural area and urban area into consideration, increase investment and enhance infrastructure and public service levels to construct new village system.
