摘　　要：居安思危要有备无患，前车之鉴要举一反三。构建国家应急医疗救援体系不仅仅是为了有效应对突发事件，更是国家发展战略不可缺少的重要组成，是基于防大灾、抗大灾、救大灾的长远需要。本文作者在起草制定《国家应急医疗救援体系建设意见》中明确提出了要开展“四化建设”的创新思维，通过实施信息化建设、机动化建设、野战化建设和基地化建设来建设国家应急医疗救援体系。The establishment of national emergency medical rescue system not only deals with effectively emergency accidents but also is indispensable component of national development strategy according to the long - term need of prevention, resistance and rescue in catastrophe. 《 suggestion for the establishment of national emergency medical rescue system》 draw up by the author makes an innovation including information construction, mechanical construction, field battle construction, base construction to form the national emergency medical rescue system.
