住房补贴政策的消费促进效应及其影响因素研究——基于上海廉租房货币配租政策的Logistic分析

摘　　要：住房补贴的使用效果及其影响因素分析是政策改进的依据。在个人住房消费效用理论分析的基础上,论文构建了含有住房补贴因子的住房消费模型。基于对上海市廉租房货币配租享受家庭的入户调查资料,论文对租赁住房补贴的使用效果进行评价。论文运用logistic模型,对影响住房补贴使用的影响因素进行实证分析。研究结论是,应从住房补贴计算方法、发放形式、发放标准以及住房保障体系构建等方面的改善来提高租赁住房补贴政策效果。The effect and the influencing factors of housing subsidies is the ground of Policy ameliorating. By theoretical analysis on housing consumption, the paper constructs a housing consumption model containing housing subsidy variable. After the theoretical analysis, a positive analysis on logistic model is made based on survey samples of the low - income rent allowance Policy in Shanghai, by which the using effect of the rent allowance is evaluated. The research advances the following measures to improve the effect of rental housing subsidies, that is, changing the subsidy calculating method, grant procedure and allowance level, building a wholesome housing security system.
