控烟的政府责任定位与根本出路探析

摘　　要：急剧繁荣发展的烟草业是一把"双刃剑":一方面,烟草种植、烟产品开发制造、贸易经营,能够创造可观的经济收益;但另一方面,烟草的大众化消费和普遍吸食,直接危及国民生命健康安全,进而影响健康生产力的持续发展。消除烟草公害、履行公共健康管理的责任主要在政府。政府应当树立正确的代价观,全面审视烟草业的利弊、得失,标本兼治,由"消费控制"逐步转向实施生产-经营-消费的"一体化控制",积极制定和实施产业替代战略,最终达到消除烟草公害之目的。The prosperous tobacco business should be regarded as a double - edged sword. The tobacco industry can make great economical benefit, but with the popular consumption of tobacco, disastrous effect has been finally brought on the people＇s health and life. And productivity development was further impeded. The government should play a decisive role in smoking control and public health administration. The government should establish scientific expenses view, transform the present mode of ＂consumption control＂ to the mode of ＂chain control＂, which covers all the procedures of production, management and consumption. In addition, the government needs to carry out tobacco - free strategy. Based on these measures, objective of smoking control can be obtained.
