摘 要:从20世纪80年代中后期开始,欧洲各国持续在中央政府中设置自主或半自主的代理机构从事服务提供、管制和政策发展等公共活动。这些代理机构的出现改变了各国传统上以科层制部门为主体的治理局面,使欧洲各国的治理模式在多层级、网络化和审议之外,又增添了一种分散化的"代理机构治理"。本文通过分析代理机构治理出现的原因、主要特征、发展变化以及它所造成的影响,对这一新型治理模式进行全景式的解读。From the mid-1980s on, a number of European countries have been establishing autonomous or semi-autonomous agencies in their central governments engaged in a wide variety of activities. The emergence of these agencies has thus fundamentally changed the governmental landscape in Europe, where departments or ministries based on Max Weber’s bureaucratic model used to dominate the public sector. As a consequence, besides multi-level governance, network governance and deliberations, a kind of ‘agency governance’ has been added to the European modes of governance. This paper gives a panoramic analysis of this new mode of governance by analyzing the reasons why the agency governance emerges, its major characteristics, its evolution in the recent years, as well as its impacts on the European nation states.
