摘　　要：介绍了宁夏回族自治区农业综合开发办公室利用世行三期贷款项目,按水文边界组建农民用水者协会(WUA)过程中采取的有关措施和方法。鉴于目前国内对于组建农民用水协会的合理规模问题仅限于理论探讨,缺少确定合理规模的具体可操作方法,结合宁夏引黄灌区WUA项目区自身的特点,通过对近两年监测资料的整理与分析,得出了宁夏引黄灌区按水文边界组建WUA合理规模的一些基本规律。In this paper,the methods and measures adopted by the Department of Agricultural Comprehensive Development in Ningxia are introduced in the process of establishing WUA by using the third-phase loan from the World Bank.In view of the fact that the problem cocerning rational scale of WUA is only confined to the fundamental research and lacks feasible methods.Based on the local characteristics,some basic regularities are obtained by collecting and analyzing the monitoring data in recent two years in the WUA projects of Yellow River Irrigation Area in Ningxia.
