摘　　要：按照DIN19700∶2004,必须针对极端地震和极端洪水两种危险情况,对大坝失事的残余风险进行评估。依据德国各联邦州的相关法规,大坝的业主和经营者有义务向政府主管部门通报有关大坝风险的信息以及大坝失事可能造成的后果。本文简要介绍德国在假定溃坝风险评估方面所取得的经验。In accordance with DIN19700：2004, the residual risk of dam failure must be assessed, when extreme earthquakes and extreme flood hazards happen. According to the related laws and regulations in the states of German, dam owners and operators have the obligation to inform the government departments about the information of dam risk and the potential consequences of dam failure. It introduces the experience gained in the risk assessment of assumption dam failure in Germany in brief.
