摘 要:从强化企业安全管理、规范人员行为、完善外部环境等全方位入手,分析电网安全风险,提高企业安全风险防范水平,促进安全管理从事后管理向预防为主转变。基于系统工程思想,提出了区域电网安全风险评价指标体系的总体设计思路和体系结构,通过影响电网安全风险要素的分析,结合层次分析法,提出了安全风险量化指标及其权重的计算方法,在实现计算机软件编制和应用推广基础上,还提出了制定电网安全风险评价国家标准和电网事故保险的新思路。Starting with the global scope of strengthening the enterprise safety management,standardizing the staff behaviors and improving the external environment,the power grid safety risk was analyzed and the enterprise safety risk prevention ability was improved,which promoted the change from the ex-post safety management to prevention first.On the basis of system engineering thought,the overall design idea and system structure of the index system of regional power grid safety risk assessment were proposed.Through analyzing the risk elements which influenced on the power gird safety and combining with the analytical hierarchy process,the quantitative safety risk index and its weight calculation method were proposed.Based on the realization of the computer software programming and its application generalization,the new ideas for establishing of the national standard of the power grid safety risk assessment and the power gird accident insurance were also proposed.
