摘　　要：认为国家创新体系的高效运转离不开信息保障制度建设,是国家制度与信息保障制度的内在联系以及知识创新的客观信息需求所决定的。从国家制度与信息保障制度的关系出发,分析创新发展导向下的国家信息保障制度变革,研究我国创新发展中的信息保障制度建设原则与内容,探讨国家创新需求导向的信息保障制度建设的改革措施。The effective operation of national innovation system can＇t leave information guarantee system construction ,which is decided by the inner relation of the national system and the information guarantee system as well as the objective information need of knowledge innovation. The paper embarks from the relation of the national system and the information guarantee system, analyzes the reform of information guarantee system under innovation development guidance, studies the princeple and content of information guarantee under innovation development, and discusses the reform measure of national innovation demand -oriented information guarantee system.
