摘　　要：对新形势下高等学校实施财务预算管理的必要性和财务预算管理中存在的主要问题作了分析,提出了高等学校加强财务预算的管理措施。借鉴国外高校财务预算管理的先进经验,探讨新形势下我国高等学校财务预算管理改革的新思路,旨在强化高等学校预算管理,抓住财经管理的"龙头",提高资金的使用效益。The article analyzes the necessity of implementing college financial budget management under the new situation and some major problems in the financial budget management. Then the article puts for- ward some methods of strengthening college financial budget management. With some experiences of for- eign college financial budget management, this paper discusses the new ideas of the reform of the financial budget management under the new situation, which aims at strengthening college budget management. Only by doing so can we grasp the key points of financial management and improve the benefits of using the funds.
