摘　　要：针对职业中毒突发事件的特点,如突发事故带来的人员伤亡和现场的不确定因素可能带来的连锁反应,甚至伴随公共事件的发生,提出应急响应关键技术。应急管理中强调应急准备的重要性,职业危害事故识别和分类分级,关注职业中毒危机处理与社会公共安全影响,与职业中毒有关的应急资源配备与管理,以及在应急响应中的实时监测、报告与预警的能力。特别提出在应急培训与演练方面,强调对于重要岗位和可能成为第一目击者的作业人员处理急性中毒等情况时的能力培养和训练。Aiming at the characteristics of unexpected occupational poisoning incident,such as the casualties by the incident,the chain reaction by the uncertainties of scene,and even the occurrence of public incident,the key techniques of emergency response were put forward,including the emphasis of emergency preparedness in emergency management,the identification,classification and grading of occupational hazard incident,the attention of occupational poisoning crisis disposal and social public safety influence,the allocation and management of emergency resources related to occupational poisoning,and the capabilities of real-time monitoring,reporting and pre-warning in emergency response.It was especially pointed out that in the aspect of emergency training and exercise,the training and drilling of capability for working personnel in important post and may be the first witness to treat the condition of acute poisoning.
