摘　　要：目的:评价武汉市公立医院公益性,验证公益性评价指标体系的科学性、合理性和适应性。方法:选用公立医院公益性评价的18个指标,采用TOPSIS方法对武汉市7家公立医院的公益性进行综合评价。结果:7家医院的公益性评价指数在0.12-0.69之间,造成这种差异的主要原因是各医院在财政投入、医院服务量、公共卫生及慈善服务等指标数据上的差异性。结论:总体上7家公立医院的公益性评价不高,提示政府只有加大对公立医院的投入,同时解决好投入的有效性问题,才能使公立医院逐步约束逐利动机,做好各项公益性工作,真正回归公益性。Objective：To evaluate the public welfare of public hospitals in Wuhan and verify the scientificity, rationality, and adaptability of the evaluation index system of public welfare for public hospital. Methods：To Select the 18 indicators in 6 categories and evaluate the public welfare of 7 public hospitals in Wuhan. Results：The public interest evaluation indexes of 7 public hospitals are between 0.12 and 0.18;the highest index is 0.6928 and the lowest is 0.1252;this difference is attributed to the data diversity of financial input and quantity of medical,health care and charitable services. Conclusions：It is suggested that government should enhance the financial input to public hospital and ensure the effectiveness of it as well, only through these way, can public hospital gradually constrain profit-driven motives,carry out commonweal activities and return to public welfare really.
