试论公立医院公益性缺失的原因及对策

摘　　要：通过现状分析和对比,探讨了公立医院公益性缺失的原因:政府投入太少,医院收费太多并靠与病人博弈维持运转,加上体制不顺,机制不活,医务人员待遇低而负担重,政府监管不力而自身管理不善。从而提出了解决公立医院公益性缺失的办法:集中财力办好少量公立医院并实施统一的监管,制定公益性标准,促进多元化办医等。By analysing and comparing of the present status, we found the cause of lack of public welfare of public hospitals as follows： the input of government is too little,the hospital charges too much and depends on fight with the patient to maintain operation,and the system of the hospital is not smooth, the mechanism is not flexible,the medical personnel earns too little and burdens too much,the inability of control and poor own management of the government.We proposed several solutions to solve the lack of public welfare of public hospitals：Concentrate financial resources to run a small amount of public hospitals and implement with a unified supervision, develop the standards of public welfare and promote diversity ways to run the hospitals.
