Policies to Benefit from R&D Globalization and Its Implication for China

摘　　要：针对跨国公司研发全球化倾向,探讨系统应对政策及策略的制定依据。首先,从跨国企业层面分析政府促进研发全球化政策体系的微观依据,为政策制定提供理论基础;在此基础上,总结发达国家的经验建立一个分析促进研发全球化的政策体系框架,从提高本国研发投资氛围、促进国内向外国直接研发投资、从在本土的外国公司中吸收获益及从本土企业对外研发投资吸收获益等4个维度,围绕政策目标和政策工具进行分析;最后,在分析中国现有研发全球化新形势下,总结出对中国制定促进研发全球化相关政策的启示。The paper discusses how to benefit from R＆D globalization for home countries. First, we analyze the micro basis for government to establish policy system for R＆D globalization from the level of muhinational corporations, thus providing theoretical basis for policy making. On this basis, we experience of the developed countries and develop a framework to analyze the policy system R＆D globalization. The analysis compasses policy objectives and policy instruments, dimensions： raising the climate of domestic R＆D investment, promoting inward R＆D FDI, summarize the for promoting including four profiting from foreign enterprises, profiting from outward R＆D FDI. Finally, based on the analysis of the current situation about R＆D globalization that China is facing, we conclude with some useful implication for China to establish relevant policies to promote R＆D globalization.
