摘　　要：陕西是文化资源大省,文化业的可持续发展必须走产业化、集群化的发展道路。但是文化产业体制滞后,分工和专业化程度不高,区域发展战略雷同,产业链不完善等因素制约了文化产业集群化的发展。在系统分析了陕西文化产业集群化发展的制约因素基础上,从深化体制改革,建立资源创新性整合机制,加强高新技术人才队伍建设,打造文化企业集团和培育民间文化产业集群等方面提出了陕西文化产业集群化发展的基本对策。Shaanxi is a big province with rich cultural resources. It is necessary to take the industrialized, clustered development path in the sustainable development of cultural industry. However, because of the delay of cultural industry system, the lower degree of division of labor and specialization, the identical regional development strategies, the imperfect industrial chain and other factors, the development direction of cultural industry cluster has been restricted. Based on the analysis of these restrictive factors, the basic countermeasures about the clustering development of Shaanxi cultural industry has been presented from the following aspects： deepening the system reform, establishing the integration mechanism of resource innovation, strengthening the team construction of high technology talents, making cultural enterprises groups and developing folk cultural industrial clusters.
