摘　　要：在社会和谐发展背景下,高等教育区域均衡发展是高等教育均衡在时空上的一种表现,它要求高等教育在区域内的空间布局合理,区域高等教育科类、层次、形式等内部要素处于协调发展状态,高等教育与区域社会之间保持良性互动。这是基于平等的理念,承认合理差距,遵循规律,充分发挥人的主观能动性,承认矛盾并积极引导正向的矛盾运动,其终极目标是追求"和谐",是一种"扬峰隆谷"而非"削峰填谷"的发展策略。With the development of a harmonious society, the balanced regional development of higher education is a spatial and tempo- ral representation of the balanced higher education, that is, a reasonable spatial layout and a balanced development of the disciplines, programs and types plus a good interaction between higher education and the local society. The realization of the differences, the adher- ence to the relevant laws and the display of all initiative aim at a balanced development without slanting towards one side.
