摘　　要：环境影响评价制度是环境管理的重要手段之一,是预防"先污染、后治理"的技术方法与有效途径。根据多年从事环境影响评价的工作实践,从环境影响评价的基本概念、作用、发展历史、相互关系、制约因素等诸方面,谈谈环境影响评价及其相关因素。Environmental impact assessment system is one of the important measures for environment management.It is a technical method and an effective way to prevent the old model of 'treatment after pollution'.Based on the working practice of environmental impact assessment for many years,this paper introduces the basic concept,function,development history,correlation,restrictive factors of environmental impact assessment and its related factors.
