摘　　要：阐述了气候变化的严峻形势及全球采取国际合作的应对措施,将碳排放交易分为项目交易和配额交易2类,并介绍了全球清洁发展机制(CDM)项目的开展情况及国际碳排放配额交易体系。在研究我国CDM项目开发现状及风险的基础上,提出了我国CDM的发展前景及碳排放交易的远景展望。在给出碳排放交易框架性研究及发展对策的同时,也指出了下一步碳排放交易机制比较研究的必要性。The grim situation of climate change and international cooperation on the problem are firstly described. As one of those measures, carbon emissions trading are divided into two types of project transactions and quota trading, and then the present situation of the world＇s Clean Development Mechanism （CDM） projects and the international carbon emissions quota trading system are introduced. In this paper, the development situation aml risks of CDM projects are not only proposed, but its future development and the long-term vision of earbon emissions trading. The research framework of carbon emissions trading and development countermeasure are presented, while the necessity of comparative study of carbon emissions trading schemes for the next step is also pointed out.
