摘　　要：《循环经济促进法》的构成要素有循环经济法律原则、循环经济法律规则和循环经济法律概念。循环经济法律原则有减量化原则、再利用原则和资源化原则。《循环经济促进法》的法律规范有授权性规范、禁止性规范和义务性规范。循环经济法律概念主要有减量化、再利用和资源化等。The author of this paper has carried out an analysis of the constitutional elements in making Circular Economy Promotion Law of the People＇s Republic of China, which mainly includes the legal principles; legal regulations and legal concepts in related the circular economy.
