珠三角外资主导型产业集群升级路径和策略探析

摘　　要：文章首先阐述了珠三角外资主导型产业集群的动态演化进程,然后分析这一类型产业集群以加工制造的方式切入全球价值链的内在弊端,即处于全球价值链低端、在全球价值链治理中处于"俘获者"地位、升级转型遭遇低端锁定、集群地域根植性较差等,最后结合全球价值链曲线的形状,提出珠三角外资主导型产业集群升级的路径和策略,包括以制造和消费"两元"切入全球价值链、通过技术创新和服务创新向价值链左右两端高附加值环节攀升、在集群内部延伸供应链、完善集群升级的政府支持体系等。The paper firstly describes the dynamic evolutionary process of the Pearl River Deha＇s FDI-led Industry Cluster, and then analyzes the inherent disadvantages, namely, staying in the low end of GVC and in the ＂capturer＇s＂ status of GVC, and being locked on the low position when upgrading All these disadvantages resulted from the method of joining the Global Value Chain （GVC） via the manufacturing and processing in such kind of industry cluster. Based on the shape o GVC curve, the paper puts forward the upgrading paths and strategies for the Pearl River Deha＇s FDI-led industry cluster, including joining the GVC via the manufacturing and consumption, climbing up to the two high value-added ends of the GVC by technical innovation and service innovation, extending supply chain within the clusters and improving the supporting system of government.
