摘　　要：当前海峡西岸经济区正处于加快城市化进程的机遇期,但传统体制下的各种制度不同程度地制约着城市化进程。文章主要从区划调整、城建融资渠道、土地管理、户籍社保等方面探讨原有制度的改革和创新,以期构筑出符合海西经济社会发展实际的城市化制度体系。The development of Haixi special economic zone coincides the opportune period of accel- erating the urbanization process. On the basis of analysing the traditional systems inhibiting urban- ization, this article probes into system reform and innovation from the aspects of administrative divi- sion adjustment, urban construction funding channel, land management, registry and social secur- ity. The article is aimed at constructing appropriate urbanization institutional system that suits the actual situation of economic and social development of Haixi special economic zone.
