摘　　要：一方有根据需要收集、处理、分发信息的能力,能够预测敌方信息需求的变化,并且能阻止敌方拥有相同的能力,这样的一方才具有信息优势。如何评估基于信息质量的信息优势是研究热点,但目前信息优势评估指标体系不完善,不足以评估信息质量,针对这一不足,提出了新的评估指标体系:完备性、准确性、更新性、新颖性、关联性、真实性和可靠性,并对每个指标进行了解释和分析。随后的研究表明,文中提出的评估指标体系具有一定的理论和实际意义。Information superiority is the ability to collect,process,and disseminate information as needed;anticipate the changes in the enemy＇s information needs;and deny the enemy the ability to do the same.How to evaluate information superiority based on information quality is the emphasis of the research.But the evaluation index system is not perfect.So,to solve this problem the thesis presents a new index system： completeness,correctness,currency,originality,relevance,reality and reliability.Then the explain and analysis of every index are given.The following study shows that the index system presented in this thesis has theoretical and practical meaning.
