摘 要:房价过高本是有害国计民生的事情,但是近年来高房价支撑政策却屡屡出台,在这种不可思议的现象后面必然隐藏着政策设计中的重大难点问题。本文根据住房的价值规律和房价的内在决定因素,对2009年房价过高的事实进行了验证。在立足微观经济学理论的基础上,首次采用一种新的政策评估方法——不当谋利分析法,对高房价支撑政策的出台原因进行解析,并展示了由此可能造成的多输困局。最后本文提出了从根本上摆脱这种利益困局的政策设计新思想。It is surely that over high price of house is harmful to the national interest and people's livelihood. However, policies supporting high - price house have been published repeatedly in recent years. There should be an important difficult problem in policy designing behind the inconceivable phenomenon. According to the value rule of house and inner factors determining house price, this article validated the high price of house in 2009. Based on the theory of microeconomics, the Unreasonable Stake Analyzing Method( USAM), an new assessment method of policy was firstly introduced to demonstrate why the supporting policy for high - price house was made and deduce what multi - loss dilemma would be caused. At last, this article brought about a new thought of policy designing on how to get out of the stake dilemma radically.
