摘  要:[目的]探索入境空集装箱携带外来媒介生物及"洋垃圾"的动态监控及分析管理方法。[方法]采用质控图法计算空箱媒介疫情及"洋垃圾"携带率的平均值、移动极差均值、警告限以及控制限,并制作单值-移动极差控制图。[结果]宁波口岸2006~2007年入境空箱外来媒介生物平均截获率为0.2138%,上警告限和控制限分别为0.4046%和0.4999%,其中2006年3~6月的截获率明显超过平均水平,差异有统计学意义;而空箱携带"洋垃圾"的量在2007年4、5月和7月到达或超过上警戒线水平,但未突破控制限值。提示检验检疫部门对于高疫情截获月份入境的空集装箱需要加强查验力量重点开展检疫,防止疫情疫病通过空箱携带传入国境。[结论]质控图可以快速、简便、动态地对空箱疫情疫病截获情况起到警示作用,有助于检验检疫部门及时、合理地分配力量开展口岸集装箱检疫监管工作。[Objective] To explore a dynamically monitoring and analytical method of managing exotic vectors and rubbish in entry empty containers. [Methods] The values of X, RS, UWL, LWL, UCL, LCL were calculated using the method of Quality Control Chart (QCC), and then X-Rs chart was drawn. [Results] The average capturing rate, UWL and UCL of exotic vectors were 0.213 8, 0.404 6 and 0.499 9 per cent respectively. The capturing rates from March to June in 2006 were over the UCL. The capturing rates of exotic rubbish in April, May and July of 2007 were over UWL, but still under control. So the Inspection and Quarantine Institution should enhance the quarantine measures to the entry empty containers on the corresponding months for preventing epidemic diseases from entering our country. [Conclusion] The Quality Control Chart can make precaution to epidemic condition capturing in entry empty containers and help CIQ Institution enhance the quarantine measures to containers at the ports.
