推进中国土地开发整理工作对策研究

摘　　要：研究目的:全面提升中国土地开发整理工作管理水平和投资绩效,切实发挥土地开发整理对保发展用地和保耕地红线的支撑作用,逐步推动土地开发整理成为国家战略。研究方法:文献分析法。研究结果:在全面总结10年来中国土地开发整理工作的基础上,分析土地开发整理工作存在的问题。研究结论:提出开展土地开发整理战略研究、改进管理模式、推进体制改革、加强权属管理和基础理论研究的政策措施。The purposes of this paper is to give policy recommendations for （1）comprehensively increasing the management level and the performance and efficiency of investment for land development and consolidation in China; （2）feasibly exerting the function of land development and consolidation to supply enough land for economic development and meanwhile preserve the so-called ＂1.8 billion mu＂ red line of cultivated land;（3 ）gradually promoting the project of land development and consolidation as national strategy. Method employed is literature analysis.The results indicate that based on an overall review of the implementation of land development and consolidation in China in the last ten years, and further analyze the problems of land development and consolidation currently have been further analysed. It is concluded that several policy related measures have been put forward, including the start of strategy research on land consolidation, improvement of management mode, promotion of economic system reform, enhancement of ownership management, and increase of basic theoretical researches.
