摘 要:研究目的:弥补已有土地整理项目效益评价中"绩效"概念界定以及评价方法的不足,尝试界定土地整理项目绩效内涵,构建土地整理项目绩效评价指标体系并进行实证研究。研究方法:物元分析法,层次分析法和实证研究法。研究结果:(1)土地整理项目绩效应该是项目的结果绩效和行为绩效的综合,在此基础上构建一套基于"流程逻辑"框架的土地整理项目绩效评价指标体系;(2)实证评价结果显示,杭州市余杭镇北片土地整理项目绩效水平为"优秀",与实际情况基本相符,但K1(I)=0.0273,说明该项目等级关联度比较弱,刚好达到"优秀"等级的"门槛线"。研究结论:绩效概念的科学界定有利于促进土地整理项目绩效评价的全面性和科学性;物元模型适用于土地整理项目绩效评价,其单项指标评价信息能够挖掘土地整理项目存在的具体问题,有利于促进土地整理项目绩效的改善和提升;研究项目区应该在现有项目平台上,进一步实施农地规模经营、调整种植结构等手段增加农地年收入,继续增强项目在"优秀"绩效等级上的关联度。The purposes of this paper are firstly to compensate for the defects in the defined concept of "performance" and the used methods in the efficiency assessment of land consolidation projects (LCPs), secondly to define the connotation of performances of LCPs, and thirdly to establish performance assessment index system for LCPs with an empirical study. Methods of matter-element analysis, analytic hierarchy process (AHP)and empirical approach are employed. The results indicate that: (1)the performances of LCPs should combine the "result performance" with the "behavior performance". Basing on the combination, the performance assessment index system of LCPs can be then established under the "process logic" framework;(2)according to the results of empirical assessment, the performance level of LCP in the north part of Yuhang Town in Hangzhou City, is ranked as"outstanding", which is basically in accordance with the reality. However, the indicators of KI(1), which equal to 0.0273, indicates that the coefficient of the correlation of the assessed rank is relatively weaker, which means that the performance of the LCP project is just above the threshold of "outstanding" level. It is concluded that scientific definition of "performance" is conducive to enhance the comprehensiveness and scientificity of the performance assessment of LCPs. The matter-element model is suitable for the performance assessment of LCPs because more specific problems existing in LCPs can be discovered from the single index assessment information, and it is helpful to accelerate the improvement and upgrade of the performances of LCPs. Basing on current project-platform, several methods should be implemented in the empirically studied area may implement some methods, such as farmland management in larger scale and readjustment of agricultural structures, in order to increase the annual income from farmland, which is good for the continually remaining and even enhancing of the correlation of the LCPs w
