摘　　要：针对网络舆情的发展和特点,提出了治理网络舆情的概念。分析了网络舆情的要素和环境,给出了舆情及网络舆情治理的定义。在此基础上,提出了一个综合治理网络舆情的体系结构。这个5维模型强调全体社会成员共同参与并发挥第三种组织力量(社会团体、民间组织)的协同作用,国家立法、政府执法、公民守法,行政手段和技术措施密切结合,并辅以社会、经济、文化调节,得以实现。叙述了各级治理措施,并简单介绍了一个用于网络舆情技术监控的原型系统。The concept of governance is presented for net public sentiments.The elements of network public sentiments and their environments are analyzed,and the public sentiments and their governance defined.Architecture for comprehensive governance of network public sentiments is proposed.It is a five-dimension model in which it is emphasized that all of the social members should participate in,the synergy of the third parties（e.g.,the social communities,non-governmental organizations） be brought into play,and various measures be integrated,such as for nation to make laws,for government to enforce the laws,for citizens to abide by the laws,and with the support of administrative and technical measures,and the social,economical and cultural mediation.The measurement of governance for network public sentiments and the prototype system for monitoring the public sentiments on net are also described in this paper.
