芬兰国家创新系统中的信息资源配置机制及其启示

摘　　要：国家创新系统的有效运行需要相应的信息资源配置。芬兰作为最早提出国家创新体系概念的国家，通过采用信息资源多元投入、动态分布和集成配置等机制在国家创新系统中实现了信息资源的合理配置，具有典型示范作用。我国在创新型国家建设中应借鉴芬兰的成功经验，结合我国国情，对信息资源配置的管理模式、实施流程、资源投入结构加以改进。The effective operation of national innovation system needs corresponding information resources allocation. Finland, as the first coun- try proposed National Innovation System Concept, achieved the effective allocation of information resources in its NIS by applying the mecha- nisms of multiple inputs, dynamic distribution and integrated planning, etc. In the process of China innovation--oriented country building, the government should study the successful experiences of Finland, and then combined with China＇s national conditions, improved the management model, implementation processes, and input structures of information resources allocation.
