保护西藏天然林资源 构筑青藏高原生态安全屏障

摘　　要：西藏高原的生态环境不仅影响当地经济社会发展,甚至影响着毗邻国家和东南亚地区以至全球的气候变化,因此保护西藏的天然林资源致关重要。全面论述西藏天然林资源的特点与功能;指出了50多年来西藏天然林保护所得的成绩与存在的问题;针对问题提出了＂理顺管理体制、适当提高公益林管护标准、科学经营利用森林资源等＂5项保护天然林资源的建议措施。Ecological environment in Tibet plateau is even affects climate of neighboring countries and Southeast Asia region,so it＇s vital importance to protect Tibet＇s natural forest resources.The paper comprehensively ex-posited the features and functions of Tibet＇s natural forest resources;pointed out the results obtained and prob-lems existed in Tibet＇s natural forest protection for 50 years;for the issue put forward five suggestions and mea-sures to protect natural forest resources such as ＂rationalizing the administrative system,appropriately increasing management and protection standards of public forests,scientific management and utilization of forest resources＂.
