浙江省遂昌县深化集体林权制度改革成效探析

摘　　要：浙江省遂昌县在基本完成集体林区林权主体改革的前提下,探索出林权抵押贷款3种创新模式,盘活了森林资源资产,解决了新农村建设资金瓶颈问题。出台扶持政策,培育生态产业,林农增收增效。在深化林改的同时,遂昌县切实加强森林资源保护,促进了生态林业建设,是南方集体林区深化林权制度改革的一种成功模式。深化遂昌县集体林权制度改革,还需要解决贷款利率偏高等问题。Based on the introduction of how the collective forest property right system reform approaches in Suichang county,the main outcomes are then provided.After collective forest land property right reform,three？new types of mortgage loans on forest right are innovated,which can lead to efficiently using forest resource assets,resolving bottle neck of fund financing for the Construction of New Rural Area and building ecological forest industry.Moreover,it can help farmers increase their income and enforce forest resource protection.According to those successful achievements,problems involved in the reform and possible solutions are also discussed.
