摘　　要：开发利用新能源是未来能源产业发展的主流方向。分析了秦皇岛市发展风能、生物质能、太阳能的基础条件,提出了依托秦皇岛市的地质、地理、生态资源条件,通过对新能源产业的规划与引导,制定扶持政策等措施,促进秦皇岛市新能源产业的快速、健康发展的思路。The development and utilization of new energy is a main trend in energy industry development in the future.This article analyses good foundation and favorable conditions for developing wind power,biomass energy and solar energy industry in the city of Qinhuangdao.Based on natural condition,geographical condition and ecological resources,the paper point out the thoughtfulnes that it is neeessary for the governmen to take proper measures which include regulating and guiding to new energy industry,establish new recourse management system,and adopt to supportive policies for the development of new energy industry.By doing this,it is helpful to prompt a rapidly and healthy development of new energy industry in Qinhuangdao city.
