摘　　要：公平是社会养老保险的本质属性,以公平为基础构建农村社会养老保险制度,是应对农村人口老龄化、老年人口贫困化的客观需要。现行"新农保"公平缺失,其主要原因在于:"新农保"地方各级政府财政责任不明确;"新农保"的筹资机制不公平;农村社会养老保险建设政策缺位。公平视域下中国农村社会养老保险制度的构建,必须由中央和省级财政共同设立最低养老金,保证底线的公平;同时,建立农村养老保险个人账户,体现机会的平等;合理界定地方各级政府在"新农保"建设中的责任;加强农村社会养老保险政策建设。Equity is the essential attribute of social endowment insurance, and equity-based rural social endowment insurance system is the objective needs for rural population aging and senior citizen pauperization. The current rural endowment insurance is lack of equity and the reasons lie in the following aspects： local governments at all levels are not clear about their responsibilities; the financing mechanism is not equal; rural social endowment insurance construction policy is missing. To construct equity-based social endowment insurance system in China, it is suggested that the bottom pension should be set up by both central and provincial finance to ensure the equity at the bottom line; personal account of rural endowment insurance should be built to reflect the equal opportunity; the responsibility of local government at various levels should be properly divided in the construction of new rural social endowment insurance; policy construction of rural social endowment insurance should be strengthened.
