摘　　要：增加城乡居民收入既是国家的政治责任,也是宪法赋予国家的法律责任,其手段主要体现为通过制度供给和财物供给,以提高劳动力素质和企业的创新能力。文章提出,基于我国的法制实情,应着重增加生产要素中公共产品供给的法律保障,逐步建立和完善国家对市场需求进行调节的法律制度体系。同时,应通过进一步完善信息公开立法,扩大和保障公众的知情权及平等参与决策的权利等,以防范可能出现的国家制度供给和财物供给失灵现象。Increasing the income of urban and rural citizens is not only the country＇s political liability,but also the country＇s legal liability confirmed by the constitution.Its method is to improve the labor force quality and enterprise＇s capability for innovation through system supply and property supplies.According to the current situation of China＇s legal system,we should enhance the legal guarantee on the supply of public product which is the components of factors of production and improve the legal system for the country to adjust market demand and supply.At the same time,to prevent the failure of national system supply and property supply,we should promote legislation on information public and guarantee that the public can have more rights to know and to make decision.
