联网条件下中国天然气供应安全重大问题思考——以川渝地区供应安全体系建设为例

摘　　要：联网条件下中国天然气市场将由区域市场向国际性市场格局转变,给供应安全带来了更大的挑战。从资源、输配、市场、应急管理、责任等天然气供应安全的五大核心问题着手,以川渝地区为例,构建了供应安全物流(产、输、销)保障系统、供应安全管理(信息、预警、应急)保障系统和供应安全责任(政府、企业、用户)社会化保障系统等三大系统,以期较好地解决联网条件下天然气供应安全问题。最后从促进整个天然气产业链协调发展及天然气供应安全保障体系建设等方面提出了建议,为我国天然气产业链的供应安全建设提供了决策支持。In the present pipeline network,natural gas supply safety in China will have to face a bigger challenge since natural gas trade starts to turn from regional to international market.Starting from the five essential points in natural gas supply,namely resources,transportation & distribution,markets,emergency management,liability,we make a discussion,taking the Sichuan-Chongqing area as a case of study,on how to develop the three guarantee elements in the natural gas supply safety system:(1)logistics,including that in production,transportation,and marketing;(2)management,including that in information,early-warning,and emergency preparedness;(3)liability,including that of governments,enterprises,and end users,hoping to achieve a satisfactory natural gas supply system in the present pipeline network.Some suggestions are also put forward for promoting the harmonious development of natural gas industrial chains and successful achievement of natural gas supply safety system,providing robust support for decision makers.
