摘　　要：本文简述了水利规划体系内涵、我国当前水利规划体系现状及其存在的主要问题，并在此基础上分析阐述了新时期水利规划体系的内涵、基本框架、组织编制以及配套的操作机制。This paper describes briefly the present situation and existing problems of water planning system, and analyses connotation of water planning and characteristics of water planning system in new period. On this basis it puts forward basic frame and operation mechanism of water planning system in new period.
