摘　　要：完善新型农村合作医疗制度,切实解决农民因病致贫、因病返贫问题,保障广大农民身体健康,关系到农村经济发展和社会稳定,是惠及千家万户的社会系统工程,需要在初期运行取得一定绩效的基础上,根据经济社会发展的实际,充分考虑农民的需求意愿,不断探索科学化的政策供给,才能使这项"黄金政策"产生黄金效应,惠民政策产生惠民效果。Improve the new-type rural cooperative medical care system to effectively solve the farmers impoverished by hospitalization, illness issues into poverty once again to protect the health of the majority of farmers, related to rural economic development and social stability, social project to benefit thousands of families need to run at an early stage to obtain a certain performance based on the actual economic and social development, give full consideration to the needs of farmers will continue to explore the scientific policy of supply, in order to make the ＂golden＂ policy produces gold effect, Farmer-friendly policy produced the farmer-friendly effect.
