摘　　要：文章以全面质量管理思想为指导,说明了高等教育实施全面质量管理的必要性和紧迫性,介绍了高等教育实施全面质量管理的基本要求和基本原则,提出了高等教育实施全面质量管理应采取的步骤。This article take the Total Quality Management thought as the instruction, explained the higher education implements the Total Quality Management the necessity and the pressing, introduced the higher education implements the Total Quality Management the essential requirements and the basic principle, proposedthe higher education implements the step which the Total Quality Management should adopt.
