关于建立新型农村养老保障制度的探索

摘　　要：社会主义新农村建设中,新型农村养老保障体系所起的作用日益突出。农村人口老龄化的加快、家庭养老功能严重弱化、收入分配扭曲使建立新型农村养老保障制度成为必要。目前全国各地都在相应进行新型农村养老保障体系的试点探索,并取得一定的效果。本文以福建莆田荔城区试点作为考察对象,分析了新型农村养老保障制度创新之处,探讨了新型农村养老保障体系待改进的地方,并对此提出建议。In the course of building New Socialist countryside, the new rural old - age security system is playing an increasingly prominent role. The acceleration of population aging, the serious weakening of family support function, and the distortion of income distribution ,make it necessary to establish the new rural old - age security system. Currently, corresponding exploration on new rural old - age security system have been car ried out throughout the country and get some good results. This paper takes Licbeng prefecture, Putian, Fujian province as an example, and then analyses the innovation of new rural old - age system and explores where and how the new rural old - age security system in rural areas could be improved .
