文化遗产管理中的价值、主题与利益的悖离与协调——从非营利制度看圆明园“园中园”门票问题

摘　　要：实施文化遗产管理非营利制度是实现遗产价值及其展示主题与开发利益的协调统一的重要条件。目前饱受争议的圆明园"园中园"门票现象,实际上就是其管理者在开发过程中对遗址主题、遗产价值和开发利益之间未能权衡统筹的结果。圆明园作为遗址公园,应以非营利制度及其理念为指导思想,立足于遗址保护,取消"园中园"门票,以遗址而非生态园林作为其展示主题,凸显遗址社会价值,正确处理好公园利益和旅游者利益的关系,方可确保其遗产价值实现和综合效益提升。It is an important condition for the coordination and integration of the value, theme and development profit of a cultural heritage to implement its non-profit management system. The much criticized Yuanmingyaun admission phenomenon of ＂garden within garden＂ actually re- suits from the failure to coordinate and integrate the three in the course of development on the part of the management. Yuanmingyaun, a cultural heritage, should be managed under the guid- ance of non-profit system and ideas, based on heritage protection, taking heritage rather than ecological park as its theme, and correctly dealing with the relationship between the park interest and tourist interest, and eventually realizing its heritage value and increasing the comprehensive beneficial results.
