摘　　要：转型时期我国政府职能的转变以建立廉洁、高效的政府为主要目标,即要从经济建设型政府转变为公共服务型政府。近年来政府收入增加很快,为政府职能的转变提供了重要的物质保障。然而由于公共财政支出的结构不尽合理,还存在行政成本过高等问题。通过建立微分方程组对公共财政支出结构的优化进行实证分析,为转变政府职能提高我国公共支出的绩效提供依据。Transition of China＇s change of government functions in order to establish a clean and efficient government as the main objective,namely,from the economic development-oriented government into a public service-oriented government. In recent years,government revenue increased rapidly for the transformation of government functions to provide an important material security. However,due to the structure of public expenditure is not quite rational,there are still problems such as administrative costs are too high,so the article through the establishment of differential equations of the optimization of the structure of public expenditure to conduct empirical analysis,in order to transform government functions to improve the performance of our public expenditure to provide basis.
